The water consumption numbers are per person. I had trouble finding them per person that includes only domestic usage, it tended to be overall usage (including industrial) per capita or household usage.

We are also considering swapping out the water tank for a tankless system. They can apparently save 30%. I'll post soon about some of our other ideas.

I'll be interested to see how this unfolds. Mari and I have been slowing working toward similar goals. Still, we too have nearly hit a wall when it comes to cutting electrical use. (no dishwasher, no dryer, timers etc.) So, we've been considering green power sources. It doesn't help with cutting consumption but at least it reduces impact. Also are your water consumption figures per capita numbers? Often the data seems to be based on average household, which usually means a family of four.
Finally, we have also been looking at ditching our water tank and installing a European-style heat-as-needed system. By my estimate it will lower usage in smaller households although the more end users the faster the payback period.
